I have never considered having a change-over switch for running the whole house circuits in the event of a power outage. Unless running computer servers, or such-like, getting by with the minimum of disruption, but obviously some - but keeping the freezer and fridge running with a few lights and a small amount of heat - is all that is needed. For most, a 3kVA generator run when required should suffice - you don't try to run everything at the same time all of the time!
I would supply close neighbours with enough lighting and small loads to avoid complaints of noise from my diesel genny - a diesel engine running at 3000rpm under load is very noisy when all around are sitting in the dark!
