I think Bob is right here. Nothing in the regs about sealing consumer unit against fire breakout, just that the units has to be made from a non combustible material. Besides those glands aren’t fireproof anyway.

Nether the less, I would usually use those type of gland for tails, but more for the reason that Bob mentioned, to secure the tails from being pulled.

Worth noting that they do have to be IP4X on the top surface, so no gaps larger than 1mm.
