Trying to get it flat enough so that it wouldn't rock and for when I get the surface ground flat as I will be adding about an inch plate on the top side of the rail.I'm still unsure about how you want to set up your rail anvil. Since you're concerned about the flatness of the bottom, are you planning to use the rail upside down, with the bottom (base) of the rail as your working surface? I've seen a few people do it that way, although the vast majority of rail anvils I've seen are used right-side up (or on end). There are some drawbacks to using it upside down in terms of effective mass under the hammer blows, particularly when striking on or near the edges of the flange, even when mitigated with some extra mass added to the flange. It's too bad you're not on my side of the pond. I've got a couple of chunks of rail about that size just lying around gathering rust, and I'd give you one for free.
