What do you define as the quota filling characteristic.
Is it intelligence? No, can’t be that, I’ve watched lectures from NASA folk, and boy, did I feel dumb afterwards. They have high standards, and higher IQ’s.
Is it being physically abled? No, Steven Hawking basically wrote the book on what to expect out in space.
Aah! Is it because they promoted the tea lady to the “striking the match to light the fuse” role, again? No, NASA has long moved passed the 8 bit computers, and Casio calculator running the spaceship phase, and they gave up fuses back in the 20th Century.
As I said, quota filling only stops people buying their way in, or closed shop promotions, instead of them earning it.
Even engineering changes with the materials used, and the field worked in. Anyway, due to monies being cut to NASA (especially compared to, say, military spending) there are less engineering spaces to fill, meaning that there is a higher pool of engineers out there to choose from. So what would be the quota characteristic.

That’s not something I’ve heard before, do you have some links to learn more?
i visited once as part of a project and found the attitude and culture of the people I met very positive and professional. But of course that’s only a snapshot so may not be representative.

But we're not that far away from the edge of the 'cone' of reception from it

It really is, Voyager 2 is 9 billion km from us and the nearest star is 4.24 light years away, 1light year is 9.44 trillion km, crazy.

I'm guessing there's some way of doing electromagnetic alignment of the parabolic dish antenna for final adjustment?
