Those are glass beads, not for blasting prior to painting, good for a smooth satin finish prior to polishing.

That's aluminium oxide, for steel you'd be better off with J-Blast or suchlike, AKA copper slag or Iron silicate, you should get that for about £8.00 per bag, or even glass grit.
I paid 5.50+vat for a 25kg bag of J-Blast Supafine at HC.

HSE have no jurisdiction over a business that has no employees.That is a business which is not limited and all people who work there are partners or a sole trader.
