Generally, people use an argon rich shielding gas (for example, C10) with spray transfer so that spray can be achieved within the voltage range of the welding machine. As the amount of CO2 in the shielding gas increases, the voltage required increases and the arc stability decreases - but that is a sweeping statement.
Yes, there are lots of standard shielding gases. The reason for that is that there are lots of different processes and lots of different metals with lots of different alloying elements to be welded. You choose what is best for the job.
The trouble with magic formulas is that they are approximations that may work, but only in a limited range of applications. The danger is that the formula is remembered but the assumptions and limitations are forgotten so the formula is applied where it is not appropriate.
For example, quick and easy formulas nearly always apply to GMAW short circuit transfer. Those formulas will not apply to spray transfer.
I'm also not sure what middle management is doing on the shop floor setting the voltage on your TIG and MMA machines.

answer: on a 3 mm plate I welded for you a fillet weld in spray arc area.
Here it is about the parameters not plate thickness because you can weld spray arc. this person is not welding a penetration weld (root)

answer: yes the wire will serve its purpose because it is part of the primary parameters and it is all figured out so you don't have to reinvent the wheel.

answer: with 100% co2 gas you can not weld in spray arc area. with mixed gas yes.

answer: as you can see in the tables that I have placed here the most common gases and mixed gases are described, if you have to weld a certain type of material then you look at which gas type suits your material to weld, you make a test piece and have it tested. if it is acceptable you continue welding with your gas.

answer: a middle management: welding coordinator, welding inspector, welding QC are all people who look if the welder uses his welding parameters correctly. that is one of his tasks and if it deviates then he has to take action. you also have to measure with an ampere or voltmeter if the parameters do not deviate.
at a normal company 1 mm wire is the minimum they use, for hobby to repair cars boddy wire 0.6-0.9 mm.
