You're right set screw is fully threaded, bolts have a shoulder (if they're long enough)

Are the designs for that in his Amateur's Lathe book, or some other other title? I have that one knocking about here if so, but if not I'd definitely appreciate those scans.

The ones without the unthreaded portion are called full thread, as far as I know, the ones with this section are just called plain/regular/standard. You can get also shoulder screws where the unthreaded portion is a greater diameter than the thread if that helps.

Those shoulder screws would be usable at a push if only they did them with countersunk heads, which it appears they don't judging from that link?Local supplier is Thomas Graham and sons, they're based in Carlisle but have depots around Cumbria and Lancashire.

I think so, but now I have offered I will have to find mine.
Even if there is nothing there, the design is straight forward and you can make it however you want.
I will start the hunt.
Edit: Well that did not take long, but the bad news. Nothing there so it must be in one of the 163no MEWS magazines, and I can never remember which issues have the full contents.
I do not mind looking, but it may take some time.
