I have been regrinding the valves and seats tonight but i have noticed that if i shine a torch in the valve ports and look under the valve head i can see specs of light... Does this mean i need to grind more or that they are too far gone and need valve seat inserts?

if that's the case then there cant be any gaps between the valves and followers but you posted measurements that you took so its a little confusing

in the above post you state there is clearance
in this post if there is clearance the valves should close and be air tight, so one post kind of contradicts the other if you see what I mean, you did make sure the cams were in the right position to close the valves didn't you ?

if that's the case they need a good grind in with coarse paste first the only thing that can stop them from closing is the valve touching the cam follower

make sure there is a clearance first if there is keep grinding in until its seated correctly

its good to get them going again if the gap does close up a bodge is to grind a little off the end of the valve if you don't want to spend money getting the valve seats replaced

so chances are the seats have partially worn away and you will have to bodge as above or get the valve seats replaced, probably cost more then the mower Is worth, if the valve stem is resting on the cam follower now you wont be able to grind them in any more

it's more like if the shims are obtainable or not grinding a bit off the stem lesser of two evils

rub the shims down on an oil stone if all else fails
