We have had this discussion before and you failed to provide any relevant cases where a person was prosecuted who hadn't used the knife they were carrying in an offensive manner.I have a swiss army one very similar to this. ( I only carry it on the premises at work)

Its freely available on line but as I see it its illegal as its a locking blade, this has come up in case law as a customer could buy it thinking it was legal to carry home when it may not be.
I've carried a pocket knife for at least 35 years, for about 30 of those years it's been an Opinel pocket knife* and in my youth I have been stopped and searched by the police and nothing was ever said.
Recently I had to go to each of the police stations and magistrates court in Somerset to install routers in their Comms rooms, quite a few involved body searches by police officers or passing through metal detectors on entering the building. Every time I explained that I had a legal pocket knife in my pocket, nobody batted an eyelid, I was not arrested, and on most of the occasions I was allowed to retain the knife in my pocket while on the premises, even though I had no use of it to install the router apart from maybe removing the cellophane from the box!
*I've carried an Opinel for at least 30 years but not necessarily the same one, on a trip to France in my youth I bought a card of 12 knives from a Tabac and I'm still working my way through them!
