That motor winding isn't even potted by the looks of things. Snip the tapes that hold the bundle of winding connections and follow the black wire to where it's soldered to the winding. Odds-on it's broken at that joint. Re'make the joint, sleeve with heat shrink and then re-tie the bundle up with winding tape.
Don't neglect the last step, you can test the motor without the tape but it's important to pull the windings together so the wires don't rub together at 50hz and wear through the wire enamel.
