To answer your question, USA have reduced their co2 a lot in the last 5 years but are still top / near top.Aren't the USA and China the 2 biggest emitters of CO2?
UK is in 17th place - on par with Vietnam - so shutting down *All* UK industry would have almost zero effect on a global scale.
It makes you wonder why so much effort is being spent changing things in the UK
