It's about registration of unregistered vehicles . DVLA deal with this eg barn finds not on the system.
MOT welding would normally be applicable to registered vehicles. Two separate things, forget the MOT stuff.

That explains the confusion, thanksI am in NI, its a different landscape here MOT tester wise.
I don't have a link to prove it. But I can assure you MOT testers here want to see the welds before it's shutzed over.
Indeed I once had a real argument with them over my 1992 500E! Long story short I had welded and waxoyled one cill on it about 3 months before the MOT. It was before covid so I was sitting beside the car in the test bay and seen him poking at it for about 5 mins.
I then politely offered to show him photos of the repairs if he wanted to see them. He got angry quick and asked how dare I interrupt him etc etc. He said he was going to send me home to wire brush off the waxoyl so he could see the welds. I told him it doesn't have rust so no authority for him to ask me to do that and I would appeal his decision. He stomped off to get the manager and was quickly sent on his way when the manager realised I wasn't being a d#ck, but rather his examiner was.
The manager then took my 500E through seconds later and passed no issues. The car was / is in top condition so it was quite unusual how the tester reacted. To be fair that's the only time that happened to me. But there again I always repair them between MOTs and not present them rusty.
I recall my S430 going in (which did have extensive restoration work) and 4 of them crawled around it. I heared them saying "it doesn't look like it was welded"
There is a list of exempted craft, individual historical replicas, canoes, kayaks, craft intended soley for racing, pwc's hovercraft etc. But if its used for recreational use at any time it has to comply. So yes type approval is in force, there are a few people chancing it but the penalties are severe.
The B word has made it worse as we have to apply the same ****e law twice.

No, it's about losing the registration of any car that has welded repairs to the main body shell, or chassis.
I have a feeling that automobile manufacturers may be shoving well padded brown envelopes at the relevant govt authorities, to push for legislation that will make more people buy new cars.
They have tried numerous tricks over the years, trying to make it illegal for companies to produce aftermarket alternative spares, trying to stop home maintenance, trying to force all services to be done at main dealers etc.
No - stop, it’s not.
The DVLA are trying to say that modified body shells have to be IVA’d...

It's not just that though. They are refusing all the normal dating and identity checks that have been used in the past (as listed in the bullet points in the article).
Modified body shells have always been a reason for IVA but they are now saying that even like for like repairs or a hole drilled for a fuel line clip are reason for IVA, a totally illogical and unreasonable view in any sane persons opinion.

Hi, The principle has always been there but they were lenient about it or looked the other way. Then a number of years ago with the prevalence of 'Frankensteining' they started to crack down on it. More recently their application of the regulations was far from clear but with some work by a member on another forum with a sit down with DVLA/DVSA/VOSA managed to get a more definitive interpretation and application of them. However with these recent developments they seem to be applying it to the 'N'th degree, ie. 'no holes' was meant to be about not cutting gearbox tunnels to fit bigger gearboxes or cutting another hole for a gear lever further back.
The situation of not letting marque club signatories sign off legitimacies of vehicles was because of the Bugatti debacle, where there are more Bugatti's about than Bugatti made.

The problem with the DVLA is that they appear to have no government oversight, no visible policies, no real appeal mechanism or external regulator. They make it up as they go along and change policy on a whim with no apparent logic.
For most people they serve a purpose of an administration service but for some of us they can be a source of complete frustration.

I did speed read it, my eyes kind of glazed over. As far as welding up or modifying older vehicles go there is the thirty year blanket cover that states.
A vehicle alteration is a ‘substantial change’ if the technical characteristics of the main components have changed in the previous 30 years, unless these fall into the acceptable alterations category.
So all mods/welding to older classics were obviously all done thirty plus years ago

Hi.This is my six peneth .ATA. panel beater (retired) Car body repairs . Insurance approved body shops are supposed to use the manufacturers recommended repair schedule when working on car bodies. Ie where to mig weld mig braze spot weld or even pop rivet and glue!!!! This is to ensure that if the car is in a collision the damage will not affect the safety cell , If you over engineer a repair ie to many welds of the wrong type and place then the safety cell is compromised leading to injury. All modern car bodies
are constructed to ensure that the occupants of the car are as safe as possible. Therefore no body can tell if the repair has been done correctly if it's covered in bodge or paint etc.
