Is there such a thing as a pull through countersink?

Any reason it cant have a clearance hole opposing the countersink, that would let you use a normal one, insert bolt and do it up easier. Or just 16mm clearance hole and weld some flat.

When using countersink bolts I usually grind the heads down 2 or 3mm.

No reason other than the customer not wanting it. I did suggest that.
