That rusty thing is a roll turnover tool used to handload paper cased shotgun cartidges, the loaded case has its top card wad placed over the shot then as you turn the handle a rolled lip is formed on the case. It was largely superceded by the star crimp. They are quite collectible.
As for chlorate dont go there. It was used in the 19th century commercially as an additive to blackpowder to boost performance for blasting but fell out of use with the introduction of dynamite. Just as well as the stuff is extremely powerful & also shock sensitive & not safe to play with. Accidents with it were common. This is why modern stuff was sold with fire depressant added, Now banned.

I used to buy test tubes of potassium chlorate from my local chemist in the 60s. That and saltpetre, sulphur, flash powder, oxygen mixture, magnesium powder. the list was endless. Run by an old-school chemist called Mr. Moppet who served his time aboard in the navy as a pharmacist. He reminded me of Charles Darwin. He ran a beautiful chemist shop with the large glass containers of coloured water in the windows, and with wooden drawers with arcane names written in gold on the front. It's a plumber's merchant and bathroom showroom now

Plus, of course, sodium nitrate from the garden shop

I once used a Pelforth bottle to save 5p pieces (had to grind the inside of the neck to get them in)... managed to get £44.05 in.
Once it was full, rather than smash the bottle I sat and laboriously shook every single coin out and counted them into cash bags.
Decided to start again, so I went to put the odd 5p piece back in and dropped the shagging bottle on the concrete kitchen floor
I'm sure it had one of those flip-top closures on it, I don't know if they still use them.

Hmm. I've been turning up for work over and over again for decades with the expectation that one day I might be well off. I conclude, therefore, that work = insanity.
Something to do with fools, and horses...

On the other hand, surely sometimes you have to do things repeatedly to confirm that you won't get different results...?
