If it's burred over , you could try hitting the end of it and the pulley with an angle grinder, then with the right size punch it should knock out ok.
On a mower it won't be going that fast and it's near the centre anyway. Plus he wouldn't be taking much off. Looking at it again though, a parallel punch and a decent hammer and it should just smack through. That trick is useful though if you have a bit of the roll pin sticking out and burred over.That'll do the balance the world of good!![]()
I think this is being over complicated here! Yes you can drill them out with a cobat drill or get it out with a grinder, or anneal them, but generally speaking even when burred over it's still normally just a case of having the right size punch and giving it a good clout!
