You're reasoning is all wrong about the bit size. A 250mm bit requires a lot more power than a 22mm. The 22 will typically be driven by a small high-speed motor of about 1000w. The 250 is 11 times the diameter but you'll only have 3.5kw to drive it with unless you have a 3 phase supply, so 11 times the cutting area but only 3.5 times the power to drive the drill.
