You're reasoning is all wrong about the bit size. A 250mm bit requires a lot more power than a 22mm. The 22 will typically be driven by a small high-speed motor of about 1000w. The 250 is 11 times the diameter but you'll only have 3.5kw to drive it with unless you have a 3 phase supply, so 11 times the cutting area but only 3.5 times the power to drive the drill.

We have core drills that easily cut rebar in concrete - we regularly drill 100-120mm holes in reinforced concrete - odd times you end up drilling all the way down a length of rebar set vertically.

Trick is not to use Hilti core drills - diamond drillers hate them - we have Weka drills - dogs danglies.

5kva yellow box transformer plugged into a domestic socket. It sometimes trips the breaker building the flux on the first hit but reset it and it'll stay on all day, especially in a basement. They can be a real nightmare up a tower block though.

I've seen it used on a massive lump of limestone to cut it in half...it took them a couple of days to get through it.

i seen some of the articles about it on the tv the other night,
when they originally drilled through the hole they hit the back of the deposit boxes and couldnt go any further.
stupidly enough two of them went to a few local hire shops looking for a porta power but ended up buying one at a sale not far away.
the rest had split when they hit the deposit boxes but the others went back the following night with the ram and pushed the lot over.
they drove around the place for a while first as they thought they would of been rumbled but nobody knew anything ( iirc there was some kind of an alert but iirc the communication got lost and it was overlooked ) so they hammered on.

they then boasted in the pub about doing the robbery even...
plenty of brawn but no brains at all.

I went to the U Boat that is on display at Liverpool. That was cut in sections with diamond wire - through the whole ship !
