What sort of splines? Have a look over on Model Engineer forum for a post by John Stevenson 'Lathe design not keeping up'. He uses a keyway broach and bush with an extra slot in it to clock his way around an 8-spline gear for a Bantam.
Could you in theory regrind Morse tapers?
For that, a toolpost grinder would do well, especially if many of the same taper as you can set up once, cover everything for the dust and work away. Cordless drill for power-fed compound (taper turning attachment better) gives a more uniform finish. The tapered end of the drill is not hard and most have a centre in the end of the tang so even a light skim with a finishing tool would tidy them up.

Electronics were simple, but use a dedicated logic chip (divide-by-n) that is not so easy to find nowadays. You could do the same thing now, easier and cheaper on an Arduino. His setup worked but it was very much a brute force open loop method. This is not a problem so long as you build your hobber beefy enough (big stepper motor or, better still, second-hand servo motor that takes step-and-direction signals). If you had a trailer full of bales to pull up a muddy slope, the hobber needs to be a Quadtrack and not a grey Fergie.
