I should clarify, the ban on bullbars was for vehicles registered post March 2007. Vehicles registered before this date are exempt. I don't think you're "supposed" to retrofit them, but who is to say when they were fitted?

My 2000 Disco has a nudge bar, which needs to be remade with added wrap-arounds for the headlights.

I found that with the range rover, i was attracting the attention of scumbags on the motorway. Never happened to me with any other car, but it happened twice in the range that people tried to intimidate me / straight up rob me, while I was driving along.

So im made the front bumper. And then it happened again, but this time I had the bumper in place,

and the intimidation factor was absent, the dynamic was totally changed.

Thats why i am building these bumpers. For the dirtbags.

Generally speaking, yes. But not in all cases. If you brake check someone and they plow in the back of you it can be considered your fault and you can be done for causing an accident.

As the OP said "people tried to intimidate me / straight up rob me, while I was driving along" I don't think the insurance thing is going to be a factor. Not everywhere in the world is like here. He is in Eire and things can be handled very differently there.
I have been in other countries where this happens and you either get away quickly or stand your ground hope they don't have a gun. I chose the former when it happened to me in China as they were most certainly not joking around.

That's a proper job, big improvement over the rusty steel tube Mitsubishi fit.

I like your idea of the bumper but would a bit of c section channel iron not look a lot neater & be less likely to attract attention from the Guardai? That I beam looks ugly imho & having the edges poking out is asking for trouble. C secion would be just as strong & will look like a stock bumper.
