Al you are not being simple at all but we already have an army of unemployed people who are getting paid anyway. It annoys me that councils don't have the resources to maintain the streets yet we have 100s thousands of able bodied people on the dole. I'm sure everyones outlook would change if these people had to do 3 days community service a week to get their benefits.

why should dolers go collect rubbish off the street for nothing when the council get enough to pay for workers to collect them instead of paying for expensive machines to brush the floor something they cant do a good job or if you actually see one of them cleaning your rds and pathways as most places are a disgrace already as they dont get done yet in other areas they are spotless clean and done 3 times daily

I didnt say "for nothing". We should make the local take aways pay

Not sure if I've missed something here but people on the dole are already getting paid for doing nothing so it is a resource we have at out disposal. I would love to see bar codes that allowed things to be tracked to people on bags. This would be possible for people paying by card, scan the the items as they hand them over.

It still amazes me that people think it's acceptable to chuck complete fast food bags out of the window. We see them on loacl road yet there the nearest fast food place is 10 miles away

Bring back the workhouse - that is what basically is implied by saying make the unemployed work for their benefits.
If you want the unemployed to collect rubbish etc then they MUST be paid at least min wage so for their pittance of dole that equates to just over a days work. It's against the law for somebody to paid less than min wage and why should that not apply to any forced work unemployed have to do. I'm sure many unemployed would love to work full time, even at min wage, collecting rubbish off the streets.

Aeons ago I was accused of fly tipping by Salford council who contacted my employer. I was mortified when my manager approached me and thought there must be a mistake. I used to take my lunch on a disused lane that was on land marked for development on the western side of the Trafford centre. Lane was used by "canoodling couples", skivers like myself and the occasional pikey wagon dropping unwanted goods in the entrance drive to a large deserted house.
They had traced me through a work document with my name on and the company local office details. I used to stuff paperwork into the drivers door glove tray and a sheet must have loosed itself and joined the abandoned household detritus while I was watering the bushes nearby. To their credit the council was the proverbial dog with a bone and only when we explained to them that the paper was a signed document that would be used to generate an invoice worth several hundred pounds they decided to leave me be.
I was with a colleague near what is now the Centenary bridge in Salford. Every year the travelling folk would pitch up for a few weeks. When they left there was always a small mountain of beat up sofas and armchairs in lurid dralon fabrics and faux leather. As we drove past the site my colleague wondered how they got such large furniture into their caravans. My sides nearly split and I spent several minutes explaining traditional traveller pursuits such as wire burning ceremonies carried out usually at the very back of industrial estates. By the time I had got onto "we've got six tons of topmix left over from the motorway,would yer like some on yer drive" he thought I was winding him up.

It's a proper job and should be treated as such. Making offenders do this sort of work stigmatises it.
