It says fram on the side of itGoogle "Dry oil filter" seems a common problem, although I haven't found an answer, one question that does keep cropping up though : "Is it a Fram?"
But looking at the filter cut open unless the oil was as clean as the day it was made there hasn't been any in there plus new oil would soon discolour due to residue of old oil in the engine, it's a strange oneHi, Fram filters don't have a very good reputation, there are plenty of video's on youtube pulling them to bits. I think in this case it's just a case of the anti drain valve not sealing sufficiently and has drained back. How long was the engine stood not being used for?

If that filter is totally bone dry and not a drop of oil in it then I woukd suspect the feed to it is blocked, even if the filter was blocked you would get some oil in there untill it compressed any air in it, what you need to find out is, if the valve on the engine is a pressure relief or a bypass valve, if it's a bypass valve it will explain why your engine isn't ruined

I saw the pic but my thinking was if nothing went through that filter it had to be reaching the big ends some how or they would have been destroyed and I can't see any residue at all in the filter, but we don't know what the colour of the filter media was when new either if it was white then it's had oilIt's a relief valve on the block, bypass is in the filter, post #20 shows this quite clearly.
The only way is if the diagram is inaccurate and when the relief valve opens it passes into the oil distribution gallery and onwards around the engine rather than dumping to the sump as drawn; I don't like the idea of having such a poorly designed oil circuit.I suspect the valve was upside down. In the last picture showing the bung of the plunger. It would have been against the end of the can so can't open either way? Question is, how could the oil still circulate??
