I had exactly the same question years ago...I think the conclusion (after a lot of google searching) was that transportation on it's side isn't a problem but I recall somewhere saying it must be upright in use and maybe it has to settle for a few minutes before use?As above is tanks supposed to be transported upright and will it do harm on its side?
Disolved acetylene is the only gas where it does matter.
Haha i love the fail safe, i just hope that isn't the approved solution in bridge building..first thing I do is make a cuppa...if its still in the air when I get back its probably ok!

The only people who can afford the cages necessary for larger upright cylinder transport, are the gas companies themselves

Note that propane tanks are generally horizontal on stacka trucks, so obviously there are exceptions to the liquified gas rule, not sure where or how though
