Could do with one when working with green oak. Nothing worse than having to flip and cut from both sides. All 4 in some cases

drill it first so you can get a padsaw in then change up to a wood saw for close up against walls

Oscillating multitool is absolutely the go-to tool for this (otherwise known as the tool that sounds like a swarm of angry wasps). Nothing else comes close, even a purpose made floorboard tongue cutter. Quick, no fuss, very little mess and you don't wreck the board(s).

And I'd its nailed down, use a narrow metal cutting blade in the multitool to cut the nails... no effort at all to lift the board and minimal damage.

Thanks fellas for the ideas, looks like a multi tool would be the best choice, but as it's a one off, I think I got an idea from @gaz1 , drill a row of small holes up to the skirting board and break the old piece out, I am cutting along the middle of the joists so have support for the new piece and I'll screw some 4 x 2 under the original flooring to support the outer edge.
Circ saw especially with depth set to 19mm will only cut to about 20cm from the skirting, I tried small angle grinder with slitting disc but smoke was cruel, wood chisel wouldn't look at it.
Problem was that at some time a central heating radiator connection has leaked and knackered part of the floor board.

If you are replacing the piece of chipboard just cut it out roughly any-way you can but try to leave the edges intact for the moment and take care not to go to deep.
Then you can see or get your hand below it to check for joists pipes and wires, use an ordinary wood saw vertical carefully against the skirting finishing off with a sharp chisel over the joists if required. I guess you realise you can't just cut a narrow strip of chipboard to patch up as it wont support your weight unless it is quite wide or well supported from below.
I remember working at a house years ago where their electrician had cut a strip of chipboard the length of a bedroom and straight down the landing about 6" wide to run his wires

I bought a 2nd hand Bosch one last week and it’s already proved itself invaluable.
So many times I’ve seen it written that once you’ve used one you’ll wonder how you ever managed without one and now I can see why.
@Bsmith , it might be a one-off job but you can be absolutely certain you wouldn’t ever use it just for that.

the pmf bosch one I used regular lasted 10 years before it gave up it cost 75 quid . I got another one from bootsale same type its new for 25 quid . hope it lasts the same amount of time as said they are worth there weight in gold

Yes @hunter27 , first I did was cut a hole in the board so I could examine what was underneath. A row of 4mm holes up to the side of the skirting did fine, followed by wood chisel persuaded by bfh, wiggle and wobble with pry bar and the old piece of board came out no prob.
I recon a multitool will be next on my list then, pity my birthday passed a few days ago, still, I got jeans t-shirts and a new phone.
