I wonder if the OP ever got it fixed?
If someone put that in my hand I'd give it back finished a couple of hours later. I'd turn the journal down a couple of mm, turn a sleeve with a tight ID, heat it, shrink it on then turn it back to the finished size. It wouldn't interfere with the fit because it would end up the same size as the original.
Well if it gets a sleeve as Pete suggests, you can choose whatever material you want for the seal to bear against. What is the best steel alloy for that I wonder?
Would Belzona work in this application?
This video seems to suggest it would.
