Assuming you mean the case of the machine, the case shouldn't be connected to the welding earth anyway.
Is the machine fitted with a steel liner or a Teflon liner - I mean the liner that goes from the machine to the swan neck.
The only way I can see this problem occurring is for current to go up the thick copper conductor in the torch, across to the wire and back down to the return, but this would mean the liner and/or the welding wire would have to be connected to the welding return as R Kraft suggested.
With the welder unplugged from the mains check for continuity between the welding return and the roll of wire. It should be open circuit.
its the handle of the torch whats welding itself inside the neck I have brought new tips new neck liner and shroud!! only thing I could try is new neck!!???
