And then temper it.Spring steel, anneal it, bend to shape, then heat it and quench it, I think.
are these all things i do at home ,got a blow torch but dont have a blacksmith shopAnd then temper it.

Use a piece of banding wire, bend to shape, drill holes through then use a self tapping screw. I've made several for use on scooter plastics.Lost a mudflap clip that are no longer sold...it's stiff springy steel , I'm capable of cutting one out but how do I make it springy?

Thanks for the explanation- I've wondered about that myselfAs said anneal spring steel strip, bend to shape, (May need to be done hot). Harden by heating to red heat & quenching, then clean till shiny & temper by heating till blue & quench again, You may need to have several goes.
I made a tapered V spring for an antique revolver a few years ago, took three goes before i got it right!
