Try somewhere else, I've swapped 2 for lightweights at a camping centre with no problem, just paid I think it's £2 dearer for the gas. I'm sure they should be straight exchange + the gas price.
For 12 years i worked for a Calor agent up untill a few years back, we would swap cylinders of different sizes most the times though 3.9 and 4,5 for 6 and 7, at times as high as the 15`s. but not very often 19s and 47`s for smaller. But we did.
All depends on stock in the yard and what was coming in and going out.
Winter time we struggled every year for cylinders mainly 13`s and 15`s, bad winter 19s` 47`s could get low.
All down to the agent, depots will swap all depend son who is serving you. Three is no hard fast rule tp speak of.
