So far, radio silence about insurance, no matter how many times I asked which suggests, we are not. This is so far outside of what I do professionally, I am just angry that I've been put in this position.

Along with all the lifting regs and certs @BrokenBiker has mentioned, there will be welding certs, probably require weld procedure qualifications carried out, inspection certs of completed welds, until all this is in place no one should go near making anything,
As for welding, you are only allowed to weld for 1 hour (I cant remember if its per shift or week!!) with a mask on, we all know this does not really happen......
Keep away for this job as others have advised. Its not worth the risk..

yeah there are a few stories there...when i worked for a previous lifting firm was sent to jobs to a certain company that does similar work to what you describe as well as other things...a lot of the stuff we were asked to lift was scary, some of it was downright dangerous
Hi JCW76. From the information available it could be that your present employer is attempting to get you to refuse a work instruction which could result in your dismissal. In your position I would E-Mail the person requesting these works which you are unsure of completing safely and include all the reasons relevant to you. Also state why it is unreasonable for you to be compelled to carryout the activity. Any or no reply from your employer would be useful should matters develop. Good luck regarding this issue which must be distressing for you.

Unfortunately these things can't be done on the cheap, you have to "pay to play" which I think your boss is still figuring out.
If they've committed to a fixed price then they'll have to either take a hit, or go back to client and ask for more cash for that scope of works.
Either way, it needs designing and building by competent people. Never mind the insurance/liability side of it.

I was a safety rep for over 20 years both Union and non union and have safety qualifications.
Often the person in the company has no idea of any legal obligation they carry.
The device may fall under Loler, Puwer just to name two.
It should be fully backed with some sort of calculations and design specs.
If they approach the HSE they will advise them accordingly.

I find the best way to deal with this is to point out how they must comply, I don't mean spouting health and safety but showing them the chapter and verse as I do suspect they haven't a clue.

Its an interesting one this as Vicarious liability should protect you as long as its done during the course of your employment and not a frolic of your own.If you do it and something goes wrong you can bet your employer will throw you under the bus.
Leave it well alone.
So never offer to do it of your own design, let them provide the detail oh and are not a welder? Just a keen amateur?

I had my builder doing the house extension get in "a mate who can weld" to weld some steels up, even I could see he didn't have a clue or the right welder or anything for that matter!
I got @Brad93 off here to come and sort the mess out, the house is still standing

Thanks to everyone for the advice. I have taken it all on board and sent in an email summarising the points and officially declining to make them. I won't be swayed on it!
In regard to my steam engines, I make locos in 32mm gauge - live steam and am building a 5 inch loco.
Welding wise - its not fair to call myself a welder...I can stick metal together, make benches...that kind of thing....

you made the right call...
you will enjoy it here, theres a lot of us here that just weld as a hobby, and quite a few that make a living out of it, plus machinists of all levels with all sorts of machinery, people into cars, bikes, steam, jets, boats planes the lot...its a fun place
