The rules in the link dont cover propane based refrigerant R290. Which will be why they state no f gas. Not sure Id be happy with propane leaking into a room with the door shut, keeping the cooled air in. If the system contained enough gas to reach the lower explosive limit in the room one might get a rude awakening when they switch the light on.the answer to that is sometimes.
however for the disbelievers, i looked it up, if a unit has to have any connection made or disturbed to fit it, it cannot be sold without proof the fitter is f-gas qualified.
