Might be one and the same well then. It is possible that it may have been decommissioned by just in-filing the borehole within the perforated section of the screen, leaving a solid lined section above as a void.
If you don’t have any form of pump already and want a cheap way to test the yield is sufficient for your needs then you could build yourself an air lift pump. They are simple enough and I build them all the time at work for developing small diameter boreholes. The cheapest versions use a roll of water supply pipe and some 6 or 8mm nylon air delivery tube, then you just need compressed air. Even a 25 mm one would deliver more than you need for testing the well if made long enough.
You should consider what the draw down in the water level will be at the rate you want to pump at. The faster you pump the greater the drawdown. If it remains small you could even fit a suction type pump at the well head rather than a submersible.
Keep in mind that abstractions exceeding 20m3 per day should be licensed with the Environment Agency in England and Wales. If pumping at 45 l/m that would be used in just under 7.5 hours.
