The funny thing is that I've had more shocks off earth leads on welders than straight mains or the rod holder.
It seems to happen more often when running off generators, but that might be just luck. It's only an unpleasant tingle which I assume isn't likely to be dangerous as I don't hear many complaining of it or deaths.
I even got one off an inverter welder the other, I was holding onto the earth clamp which was holding the part to be welded as it was small and it was the best way I could get it to earth reliably. I never expected that off a fancy welder.
