They have done the same with van mounted cherry pickers,it was possible to MOT exempt them using a loophole but that has now been sewn up and every time a cherry picker changers hands with a current exemption on it the new owner finds out his V5 must be updated to exclude this..current owners who don't sell can keep ticking the box every time they tax the van online that nothing has changed and retain this exemption.Technically all true , but the road tax changes too , I used to down plate 10 tonners to 7.5 tonners as they were better sprung better braked and usually had more horses , again thats long gone.
dont forget the servicing by some one with all the paper work for oil and battery disposal and brake testing etc , I think they were talking about bunded parking , with restricted drain off , not sure , as I sold my 18 tonner last year , It was a mobile stage , so had a showmans exemption , but it was just getting harder and harder to keep on the right side of the law .. soon it will be 3.5 ton vans , if there is anything making money the government will tax it , and the motorist is an easy target. HGV's are even easier to squeeze cash out of so they do.
I still drive recovery trucks from time to time , and keep my licences in date but its not easy, but the regs are different for recovery hours too , that helps.

wouldnt be surprised , then they will need an mot / psv , like commercials .they will be taxing trailers next ,ifors and the like
