Oak trees often have a TPO, Worth checking on. Might need permission to trim.
Nope there is no outright protection for oaks specifically, but if your in a conservation area and the stem is above 3", you will then need council permission.
Bats like trees with hollows and vertical slots under the bark - I'm no ecologist but that usually means dead trees or ones with significant decay, and yours looks from a distance, a healthy example, so doubt theres an issue unless somone has a bat box in it.
Anyway cutting it in half is awful for the tree.
you can get somone in to remove deadwood without needing permission - that will remove most of the risk.

Absolute torture for the tree, but they look amazing.
I have a tiny oak, only couple years old, but its really struggling with only a few leaves each year.
Mine was like that early last week . today not so many but the birds loved them .Just lifted the lid on the compost bin, it’s worm world
