I think this pannier idea is slightly flawed and can be vastly improved.
Go back in time and to a different continent, where the cowboy on his mighty stallion always had a mule tied to his stallion with a length of rope and the mule carried all his goods.
Now
Replace the cowboy and stallion with you on your Africa Twin,
why burden the steed with all the luggage ?
what you need is a Honda Cub ! You will see them on the roads of Asian countries carrying larger loads than the average lorry. I do understand that the aforementioned Honda Cub will not just follow along tied with a piece of rope .
This is where the idea gets even better and will get you brownie points with the government.
Employ a spotty youth to ride the Cub and bring your goods to you.
