As an aside, the muscle is called the biceps. There is no such thing as a bicep.
The covid vaccine is delivered square in the middle of the deltoid, not the biceps, and if there were a needle fragment or local scarring/neuroma formation you should be able to elicit the pain by prodding the area.
Random stabbing pains in that region could be related to a nerve or vessel disorder, referred pain from the chest area, or even something central like a spinal problem. Next step would be to get it checked.
