They charge £60 to cancel after the policy starts.If it's a direct debit then you can contest it after the insurance company take it. Keep contemporaneous notes, when you phoned, the number you phoned, who you spoke to etc, when speaking to the insurance company.
And in about two weeks time read and act on the small print in your new policy.

I'd go straight to the ombudsman armed with that much info.....that is definitely not on!!!a 4hr bill will show and what number was phoned
can be provided as evidence that there phone number is a plain scam to put users off when trying to cancel
Is it a direct debit or debit card payment? if Debit card, phone your bank and tell them your card details may have been compromised. They'll stop all future payments and send you a new card with a different number. It can be a bit of a pain if you have other recurring payments, but if it'll save you £60.....

I am with the Natwest and my phone app allows me to cancel or reinstate any DD i have, it is a business acc if it makes any difference.
