I can one shot kill him if it's not in movementIt may just be a rat, it if you cant headshot something and clean kill it, don't shoot at living things.
Practice untill you can, then kill it.
I don't shoot rats, but always heard peanut butter or mars bars are good bait. Once you can shoot well enough, bait it out to a safe, comfortable area where your sighted in for the correct distance.
