jut went round mates house and he has a code reader

No, it is just due to a rubbish design.
Plastic coated cable that goes through two 90 degree corners tensioned against a plastic guides, the entire thing being constantly exposed to road spray.
As you actuate the handbrake it is pulled hard across the guide, the wear surface being the plastic coating on the cable rubbing against the guide covered in mud.
Once this sheath is breached the cable rusts and frays and expands jamming in the guide.
If they had used two traditional bowden cables, one to each drum and the problem would have never existed in the first place.
A browse through the owners forum and you can see it is a common problem, with some even going as far as to suggest "you should budget to replace the cables every 1 -2 years"....
