I'm guessing that services are deeper round your way. Cable TV and water are frequently less than 6 inches down round here.The reason I suggested a power rake is they are strong enough to tilth through the top surface and drag the roots out without digging up any services.

If it still gets weeds in it it's not killing all the flora that should be there, but from what I've seen weeds don't grow up through it, and the massive block paved car park next to it is preventing a lot more flora. You're probably right about the environmental concerns, but I'm sure there's much bigger sources of microplastics. The areas they've already got look very good imo and don't stink or feel any hotter than the rest of the ground. It's not a garden anyway, it's the bit of land between the pavement and a commercial building so it just has to look tidy, no one should be walking on it so there'll never be paws to burn.
