I’m stuck back in the nineties when it comes to the price of just about everything nowadays.

Maybe they actually some time and effort in making sure they did them well - went the extra mile to ensure a good even coating, made sure when lifting them from the bath they tipped and rotated them to ensure an even coating so they don't need to much extra work to make the beat seating area nice and smooth, and aren't horrendously out of balance?
You don't say what the other stuff is - did the other stuff actually cost more than expected, not the wheels.

If you had an shotblasting cabinet designed for wheels it would be a £150-200 job. Plus the galvanising, it's £100+VAT minimum order down here. So £300 odd
If you done it by hand in a shot blasting room I'd say yeah your £450 including the galvanising is right. Wheels are a sod to do without a turntable, and they need to be proper clean going for galvanising.

I was quoted £40+ a wheel to strip some wheels quite a few years ago.
I did it by hand in the end .... and removed the tyres and refitted them when I could not find anyone local to me who wanted less than £15 a wheel to remove a tyre and the same to refit
I have for many years, fitted my own car and motorcycle tyres, with a bead breaker, tyre levers and a rubber hammer,That's why there's a tyre changer in my garage.
If it's daylight robbery, I might as well be the one doing the robbing............

I've had countless cars with badly balanced wheels and they feel horrible to drive until I get the wheels balanced. Especially in this day and age with OEM wheels denting and buckling so easily.
That horrible shuddering feeling as you approach 60-70mph... through the steering wheel if its the front wheels...
Bike wheels are ok with a static balance though.
I think if you drive like Miss Daisy's elderly, very careful, relative who is a bit scared of the power of a Reliant Robin, then un-balanced car wheels don't bother you . . .Really?!

They used to make enough money on tyre sales. Now they sell a lot less they make up the difference in fitting vosts.

I've used a medium sized grit blast cabinet for industrial stuff: The process is painfully slow (but effective). You clean a small area, roughly the size of the nozzle / 10p piece at a time and you need to move quite slowly to do a decent job. If there is any slightly soft paint or grease, it takes ages to clear it. It's 'line of sight' so awkward areas need doing from several angles to do a proper job. (Then you get it out of the cabinet and into the daylight and find that one or more areas haven't completely cleaned up, so it needs to go back in...)
I would expect 30 mins to an hour to be nearer the mark.
Problem is the extra cost of premises such as rent, rates, insurance not to mention things like compressors and spray guns etc all have to be replaced at increased prices in the future.
Even trying to do the job yourself shows how much the extras have gone up.
I am.doing a small assembly job involving a bit of fabrication drilling/cutting. It's almost not worth doing especially when you take into account electric and drill press replacement , tax drills blades etc.(when one breaks) BUT we thought about putting and were given a quiet warning they were thinking about knocking them on the head. Paying more but less logistics by buying in. (Genuine heads up) so we had a choice make some money or NO money as as the fuel bills have doubled ,but pension hasnt, I have had to bite the bullet for now.

The only thing I would add is for galvanising go to a galvaniser. For blasting......
I've had a few bits and pieces galv'd over the years and always present them with clean steel. Never been hit yet with clean up charges which I expect would be pricey.
