Sounds like it

If that's the case, maybe a "cartridge element" is what's needed. Assuming it needs to be waterproof (hence the original kettle idea), these exist;

You can get self adhesive ones as well, just stick it onto the outside of a metal tray/pot and away you go..

That is basically what i used to do then i tried a food storage container for cereal and put a 12v fan on top to blow the steam with the menthol in towards me, it has been very good but i want a way to keep the water hot now.

I will.post a picture of the mk1 menthol inhaler when it comes back, i lent it to an older neighbour who was having breathing issues and it helped but he has gone i to hospital for a few days.
