I agree Bob, finding out the original registration would be a big advantage. It is likely that the modifications would fly under the radar in that case.
It would be a vhi if the monocoque is unmodified but strictly speaking would need to go through BIVA if it is (but note my fly under the radar comment).
Re hotrods, I've been a rodder since 1972 and can say with certainty that many are on shaky ground regarding legality. The VHRA guys cars are VHI's because of the club rules for cars.
I have one that has 8 points left, one I'm building for BIVA (very much dodgy prior to the rebuild) and one correctly registered as a 1948 rebody. I have had cars with iffy registrations in the past but I won't do it now, not worth it.
