I have tried it all over the years.
Insulation - damp inducing diesel and gas blown air heaters - dirty waste oil heaters.
But in a car repair workshop - with the roller shutter open - the best you are gonna get is:
Stay dry - avoid getting wet at all costs - dress with expensive "mountain spec thermals" - then go for layed clothing - good boots - proper high quality wool socks - take food on board at lunchtime - rubber mats on the floor - infra red gas/electric heaters where you are standing about - or keep moving/working.
If all else fails start a customers car up - take it for a road test - call it your office - it will have a heater/radio/cup holder for tea (unless it is a EV)

My workshop is one end of my warehouse that is separated off.
1200sq feet but the roof is 30' high. Nothing will heat that so I don't even bother

Yup - range drops off a lot in Winter - or summer with the aircon on. In fact aircon can use anything up to 10kw on a big car in a hot country - that will drain your battery very fast!
