Who in their right mind would just dump obviously valuable plant? These plates used to go missing all the time when the local pikeys could just weigh them in no questions asked. Now they can't and without provenance, they have "no" value (despite being useful). They could be marked if they are council property or smart water tagged etc. Now the OP has pointed out the sign, it is more than likely they are being watched.
A question was asked about the legality of just taking them. The answer is, it is theft. If I thought I could get away with it and had the wherewithal, I'd have those like a shot so I am not being holier than thou. I don't think it would be that easy to get away with though so the sensible answer is to cover your back and get permission. Doesn't really matter who you get it from so long as you have reasonable grounds to believe they have the authority to accept responsibility. Your **** is covered...

I am trying to inject a bit of reality to the situation. Fly tipped rubbish is fly tipped rubbish, no matter what shape or form it takes. Stretching things a bit further, if the council cannot, generally, find the fly tippers how on earth can you be prosecuted for depriving someone of their rubbish.
This has been tested in law: If you, or I, put our bin out for collection it is perfectly alright for someone to go through it. Now we are on thin ice. What happens if, for instance, someone sees your bank account details and puts the paper back in the bin. Have they stolen that information if they retain memory of it? Apparently not under the theft act as you are not "permanently depriving" that person of that information, are you?
Well actually, it is not quite as clear cut as that either and quoting only parts of the theft act does not give a true picture otherwise we couldn't have council litterpickers now, could we? It is not as clear cut as is presented and each case will be different.
On the subject of yellow vests. At one of the clubs I am a member, we had the Pikeys roll up with signs, scaffold and yes, yellow vests. They spent two days stripping £38,000 worth of lead off the roof. We had to sell part of the land the club sits on in order to make good the repairs and pay the now astronomical insurance. So it just proves, that method works.
