whats the taper size of the holder and collects I may have a new tool about to be finished if they are 40!NT and thread size of the draw bar

Will have to measure [to the best of my ability ] - I'll have a go tomorrow and get back to you with a couple of pics. But getting the LED battens back up will take priority - should manage both.....

That's called a screwed-shank cutter. As said, they work best in the Clarkson Autolock-type chucks as any tendency for the cutter to grab makes the chuck tighten up on it. If you use an ER-style that grips on the plain shank, the cutter can work its way out of the collet, which at the very least wrecks the face you're milling (it will make a blind slot deeper than required, for example).

So my machine is a Clarke Metalworker CMD 1225. Having decided to remove the tool holder already in, its a P.L-MT B3 chuck and on the top is marked 3/8-16 where the drawbar bolt screws in to. I also have a Clarkson Autochuck but that is twice the size of the one fitted. When I start seeing if the bits fit in either I found they do and the P.T chuck came with a set of both imperial and metric collets. So it seems I have what I need so sorry for bothering you all and thanks for your help. If anybody is interested in the Clarkson drop me a line.
