If the metal is lightly or is covered in paint I like the abrasive poly type discs such as this from Toolstation; https://www.toolstation.com/abracs-poly-abrasive-disc/p22693 Screwfix sell a similar version and there are copies on Amazon, etc as well.
For smoothing welds, removing thicker paint, thicker rust and mill scale I find the floppy discs useful as there is less of a chance of gouging out your metal with them. If I'm removing heavy slag or needing to grind actual metal away I opt for the hard grinding discs.
