Seen this happen, one place I worked the buyer changed supplier of drill bits because they were cheaper than the Dormer bits we used to use, they couldn't understand it when production went down and the stores had to reorder extra drill bits earlier than previously. Everyone on the shop floor knew what had happened as we were all wasting time resharpening the cheaper bits or going back to stores for more because they had snapped/wouldn't hold an edge.
Mind you this is from the same management that couldn't understand why we needed the bandsaw fixed so we could cut plastic after all "We'd just paid to have plasma fixed and that cuts stuff just use that for now" was their reply.
I worked for a local coach builders that only issued a drill bit at a time. you had to take it back for a new one when blunt. I asked one day what happened to the returned drills...they were thrown away. Even extra long 200mm+ jobbies costing 50quid a pop. They weren’t interested in sharpening them
