out of interest why would laying it on it’s side make any difference

It wouldn’t but if you laid it on it’s side and encouraged it it would take off like a rocket
The saga continues...
Just connected the new bottle to the regulator and now when I dial in the pressure it 'pops' and the needle jumps..turn it a bit more and it jumps again with a pop and slowly drops as if there is a leak.
It sounds like the regulator is damaged after what ever happened with the bottle. It was nice and smooth on the previous bottle and stayed steady.
