Unless it needs to be purely mechanical because it's miles from an electric supply, or the level must be maintained precisely, a float switch and appropriately sized motorised valve may be cheaper to buy and maintain and potentially more reliable too.
There is a uk based company called resimac that make an identical copy, not expensive really. Yes needs to be super clean and shot blasted for best adhesion.belzona 1341 supermetal glide is what one of our contractors use
its needs to be spotlessly clean and a shot blasted finish is ideal
not cheap though
