every time i try to weld the wire gets jamed at the wheel. i'm not sure what the problemb is?

Will the wire feed OK if you just pull the trigger without welding, is the liner OK, is the tip clear?

You should never run old, rusty wire through a new liner! 
You've probably already contaminated the liner with rust dust but you might be able to blow it out with an airline and blowgun.
You might also find that the wire comes good if you strip off some layers.
