I'm honestly wondering if it's been wired up especially for some sort of ring main/socket test?
Its one way of introducing a fault on a test board, if you're learning, for instance.

If it wasn't touching the E then not much would happen as L down the L&N wires so the device just wouldn't work.
Way to high risk, if you were going to do this it would be in a box with resistors.That's what makes me think it's been made for some sort of test rig.
We have rigs at college to practice various tests.
A socket hidden inside a "black box" where something like the plug in the OP could be inserted would be a good way of introducing a specific fault to be found on a "dead test" (ie, done with electric disconnected, for anyone who doesn't know).
This is why every electrical appliance you buy now has a moulded plug!
